Qualifications

  • Graduation from an accredited four-year college or university with major coursework in data analytics, accounting, public administration, business, or closely-related field
  • Experience and education may be substituted for one another
  • Experience with Resource Descriptive Framework (RDF)
  • Knowledge of Ontology Web Language (OWL) as it relates to modeling and knowledge graphs
  • Knowledge and familiarity with statistics and analyzing data sets; of running queries, report writing, and presenting findings; of data models, database design development, data mining, and segmentation techniques; and of record keeping, including security procedures for handling, protecting, and distributing confidential data; business administration principles and practices
  • Skill in the use of a computer and applicable software, including advanced Microsoft Excel skills; in analyzing problems and devising effective solutions, in conducting data searches, in evaluating and translating large amounts of data, and in critical thinking; problem solving, critical thinking and attention to detail; report writing
  • Skill in Time Management and Task Prioritization of an expert level
  • Ability to compile, review, and analyze data; to prepare reports; to maintain accuracy and attention to detail; and to communicate effectively; interpret guidelines, policies, procedures, and regulations; evaluate fiscal data for reasonableness, necessity and conformity with grant requirement; communicate effectively and to train others
  • This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties
  • This position requires extensive computer, telephone and client/ customer contact and communication
  • It requires the ability to move and position oneself as needed for filing and similar routine office duties
  • The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies
  • It requires the stamina to maintain attention to detail despite interruptions
  • Ability to read printed materials and computer screens
  • The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required
  • The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments

Responsibilities

  • Performs routine (journey-level) data analysis and data research work for the Data Services team in CDR's Program Integration area
  • Works under moderate supervision, with limited latitude for the use of initiative and independent judgment
  • Employees at this level work with others to solve problems that are not standard, routinely assist others in performing work of greater complexity, and participate in developing methods for mitigating data issues and deploying those methods to correct issues
  • Consults with General Land Office and Community Development and Revitalization along with potential external customers to identify user data needs
  • Assists Community Development and Revitalization teams in developing data quality measures, analyzing data quality results, and implementing necessary changes to ensure data quality improvement
  • Analyzes data using standard statistical tools, methods, and techniques; and interprets results to identify significant differences in data
  • Compiles and queries data related to the Community Development and Revitalization program
  • Cleans and prunes data to discard irrelevant information
  • May develop and implement databases, data collection systems, data analytics, and other strategies that optimize statistical efficiency and quality
  • As it relates to the position, obtain proficiency in TIGR, using it to assist in the creation and completion of all applications, projects, project sites and budgets as required by CDR Management
