The New York City Campaign Finance Board manages New York City’s small donor democracy program and educates and engages voters via NYC Votes. The CFB has enjoyed a tremendous arc of progress over its 30-year history, and our updated flagship small donor democracy program is the centerpiece of this progress.

The CFB Public Affairs division promotes the agency’s key role in equipping all candidates and voters to power a fairer and more open democracy in New York City. We engage New Yorkers, inform them about elections, and boost their civic participation in the democratic process.

The Policy and Research unit conducts intergovernmental outreach, performs policy and legislative analysis, and produces original, data-driven research on voting and campaign finance issues. The data team, within the Policy & Research Unit, analyzes voting and campaign finance data to identify trends and evaluate current NYC elections processes with equity in mind.

The New York City Campaign Finance Board seeks a Data Visualization Specialist to create original analysis and dynamic infographics to help educate the public on campaign finance and voting related issues. This position will report to the Senior Data Scientist.

Create engaging data visualizations that explain the policy & research unit’s original research in CFB reports and on the website.
Prepare reports and visuals for internal and public-facing presentations.
Design visual narratives and graphics to support ad hoc digital and print requests, including blog posts, social media, and annual reports.
Create special data reporting that stems from Policy & Research’s internal and external datasets, research, and recommendations.
Assist marketing and digital communication team in creating bite-sized content that will be interesting for public audiences.
Assist public relations unit in creating custom visualization to support earned media opportunities and to pitch stories to reporters.
Work with cross-agency colleagues to find measurable internal metrics that relate to their work.
Create workflows for cross-agency documentation of internal metrics identified as KPIs.
Create dashboards through Tableau or other dashboarding tools.

Minimum Qualifications

A bachelor’s degree from an accredited college including or supplemented by at least twelve semester credits (or the equivalent of twelve semester credits) in accounting, auditing, business or public administration, computer science, economics, finance, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related area of study and one year of satisfactory full-time experience in accounting, auditing (including compliance or investigative auditing), business or public administration, business analysis, computer science, database administration, economics, finance, fiscal or economic management or research, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related field; or
A four-year high school diploma or its educational equivalent and five-years of experience as described in “1” above; or
Education and/or experience equivalent to “1” above.

Preferred Skills

Excellent written and verbal communication skills, including demonstrated experience utilizing data to tell engaging and interesting stories. - Expertise in creating interactive visualizations using software like Power BI, Tableau and ArcGIS. - Design interactive maps to facilitate public interest in spatial analyses of elections-related storytelling. - Familiarity with user-centered design. - Ability to manage multiple projects in a deadline-driven environment. - Ability to work both independently and as a team. - Ability to think critically and critique assumptions. - Knowledge of and demonstrated interest in New York City government and politics and/or campaign finance or public matching funds issues. - Experience in developing visualizations using tools like, Flourish and Datawrapper. - Experience with the Adobe suite, especially Illustrator - Experience creating interactive graphics using HTML, CSS, and Javascript. This includes experience with the D3 visualization library and responsive mobile-first design. - Familiarity with crafting data stories that are compelling and easy to understand for a public audience. - Experience extracting statistical information from large datasets, using programming languages like R or Python, and/or statistical analysis software such as SPSS, or STATA to answer research questions. - Advanced geospatial analysis skills and proficiency in geographic information system application software, such as ArcGIS or QGIS. - Experience creating visualizations that are accessible to all. - Experience working on a large report or group project. - Experience assessing racial, geographic, and economic equity using data. - Experience working in the democracy space -- civic engagement, voting, and/or campaign finance.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
