About The Work Unit

This unit exists to provide financial accounting and reporting services in support of the mission of CDPHE. The services provided include: accounts payable processing, billings and collections fees, licenses and penalties, payroll and timekeeping, payroll cost distribution/allocation, grants financial management, grants and contracts processing, general ledger, indirect cost recovery assessment, reporting and analysis, and enforcement of the state

and federal fiscal rules and regulations, department policies and procedures and application of accounting standards as set forth by the Governmental Accounting Standards Board (GASB). The department currently consists of staff exceeding 2,000 employees whose activities are funded by monies from over 300 sources and amounting to over $800 million annually.

What You Will Be Doing

Manages and serves the department for all accounting matters that pertain to payroll labor distribution coding, expenses and grant processing/billing/reporting; including revenue collections, inventory calculations and counts, revenue contract monitoring, spending projections, and reporting. Also provides direction and expert opinions , in compliance with State Fiscal Rules, State Fiscal Procedures, GASB and 0MB Super Circular, to department management and fiscal staff on complex accounting issues.

Responsible for diagnostic reporting, budget to actuals, Contract monitoring and other departmental reporting needs as delegated by the Controller. Assists in the quarterly Federal submission of diagnostic reporting to the Office of the State Controller, aides in the year end preparations and typical closing duties. Responsible for evaluating, creating and implementing training, policies and procedures, and managing the unique funding sources. Responsible for creating efficiencies, taking a LEAN approach to business to streamline processes, forms, and the like to improve on the effectiveness and work towards the mission of CDPHE.

Minimum Qualifications, Substitutions, Conditions Of Employment & Appeal Rights

Option 1: Experience

Six (6) yearsof full time professional accounting or auditing experience.

Option 2: Combination of Education and Experience

Graduation from an accredited institution with a bachelor's degree in Accounting or Auditing, or a bachelors degree that which included 27 semester hours of accounting or auditing courseworkAND (2)yearsof full time professional accounting or auditing experience.

A master's or doctoral degree from an accredited college or university will substitute for the degree requirement on a year-for-year basis.

Preferred Qualifications

Experience working in state or local government
Experience working with CORE and info Advantage reporting
Strong interpersonal skills; demonstrated proficiency working collaboratively with internal teams, technical and program partners
Accounting Principles: Knowledge of theory, principles and practices of Accounting
Fiscal Rules and Regulations: Knowledge of state & federal fiscal rules and regulations
MS Excel: ability to do pivot tables and data analysis within excel
Excellent organizational skills; the ability to set, track, and accomplish priorities, goals, and timetables to achieve maximum productivity, knowing the status of activities at all times
Critical thinking; ability and motivation to develop solutions to complex, interpersonal, process, and systemic challenges
